I did something much like this for a railway in a mine. Three robots,
to tunnel and build tracks. 

For a mag-lev, the destructor part could be Powered Tillage Equipment
with the extra-heavy-duty modifier and the constructor a cement mixer 
drum (both VXi20) plus a couple of robot arms.
