Not exactly. The Posleen were exactly what they seemed, galactic locusts. Had the humans not been hampered though, they would have been defeated without excessive damage. It was intervention by the Darhel, another Aldenata uplift and the most dangerous because they're sneaky and subtle, that left Earth almost wiped out and deeply in debt. The Darhel were afraid humanity would upset the current galactic balance, which they are firmly in control of. So while humanity was needed, they had to be put in their place before they got uppity.
