Note that these two things are general themes of the entire series.
Possibly that is how it looks in the rest of the Posleen War series, but
I don't think that is Ringo's idea of how things are.
If you notice in the very first book, the Darhel are quite busy hiring
assassins to take out troublesome, honest politicians and effective
military leaders. In fact, they've been softening up Earth for quite a
while.
