Yup, those are hard armor plates, and they have the same DR against
everything. ("Its trauma plates provide full protection against all
damage types.")

Think of it as two separate armor layers. The flexible layer is closer
to the skin than the plate in modern armor vests - so consider the last
para under "Flexible Armor and Blunt Trauma" on B379, apply DR34 against
the incoming attack, then score what's left against the DR18/DR7 vest
including the possibility of blunt trauma.
