I suspect that perhaps the best way to model the reality of plate inserts is
to treat it as partial cover for the area involved, and based upon the
percentage of the torso covered, translate that into a 1d6 roll.  Thus, if
it covers 50% of the torso from the front, a roll of a 1-3 on 1d6 indicates
it was covered by the plate.  A roll of a 4-6 means it didn't hit the plate.
In addition, unless the shot was from the front flanks, or rear flanks,
there would be no "optional" roll to determine if the inbound shot hit the
vitals per GURPS MARTIAL ARTS.  If there are plate inserts that go in to
side pockets, then the coverage percentage should be higher - like 4 in 6
chance, or even 5 in 6 chance.  But, that's just the rules tinkerer in me ;)
