One could get something pretty close to this quite easily. Work out the
minimum size that can be self-sustaining (i.e. with all necessary
maintenance and medical resources included), and build passenger pods in

lifters to get them into orbit, and assemble them round the spacecraft
frame. The pods are isolated until they get to their destination.

armour plates once everything's in place.)

Alternately, design the lift-pods for short-term occupancy, & supplementary use as lifeboats.

This would reduce the problems of getting passengers from their docking ports to their cabins by having them closer together.

If the pods are small enough, they, and the corpsicles/cryo-passengers (if there are any), can be loaded distributed processing centres, & be, basically, freighted to the spaceports & ships... (i.e. treat the passengers as cargo, not cattle).
