Under VE2 rules, no and yes. VE2 bases to-hit modifiers on volume and tracks and legs both are normally 60% of body volume. So, if the mech have the same sized body, then at best the legs have the same bonus to be hit as tracks. I say "at best" because VE2 treats tracks as a single subassembly, while each leg is a subassembly. So, it's likely a single legs is harder to hit than a single leg.
