It's useful, but not required. It's the skill of getting elected and getting
along with other politicians. Low-level diplomats usually don't have to worry
about the second (a person might "campaign" for a high-level diplomatic
position, or is possibly a former politician) and the Diplomacy skill easily
includes the second.
