Now that is a good question. The GURPS advantage Diplomatic Immunity and the modern-day, real-world diplomatic immunity (http://en.wikipedia.org/wiki/Diplomatic_immunity) are not quite the same, but apparently close enough for gaming purposes :-) Consular staff doesn't have the 20-point advantage, I'd say, but embassy administrative staff does.
