I don't think you can look at propulsion without efficiency. 
The power plant and fuel (for cruises of days or weeks) will
overshadow the pricetag of the propulsion.

As far as VE goes, TL7 hydrojets are less power-efficient than
regular or ducted screw propellers of the same TL (less thrust 
per kW), and just as efficient as light propellers (which are 
both lighter and cheaper). The ducted propeller is superior to 
the regular propeller, but it is more expensive as well. 

However, the development of screws tops out at TL7, since TL8+
systems use the same stats. Hydrojets and MHD tunnels improve 
from TL7 to TL8, and they improve past the unchanged screws.

Conclusion: At TL7, the ducted screw wins. At TL8, hydrojets 
are the system of choice.
