The good news if you want to get playing quickly (though not if you wanted to 
be first with the idea : ) is that much of the work's already done for you, by 
one of the more famed GURPS home-brew rules makers, S John Ross:

Looks like it's 3e-centric, so 4e tweaking would be in order. (Would be great
