The local area has no central government or formal law, so he can
(theoretically at least) make his own rules; mob justice might be
another matter of course, but he's got friends who can protect him.

He's not particularly secretive about it, generally stating something
to the effect of "His time has come, I cannot help." He won't specify
it's a religious matter unless specifically asked though.

The question of when someone counts as "dying" is obviously a fuzzy
matter, and I intend to judge that on a case by case basis.
