Just a random idea:

It should be comparable easy to convert a pidgeon into an advanced landmine. Let it sit somewhere with only passive sensors going, until something that meets the description of target gets into range* and then it goes to attack. It will need energy to hibernate with it's sensors on, but that could be an external battery or other powersource, that is abandoned when it goes attacking.

* And if the tactics program gives a go. You need some way to avoid that a single enemy soldier triggers all the pidgeons in an area. If it does not involve communication between the pidgeons, you can avoid jamming communication as countermeasure. You could go on some algorithm, invovling other pidgeons in flight, the distance of the target and how long it has been staying in distance and the frequency of observed pidgeon attacks at the last targets.

And with that you have the after conflict problems of landmines again.
