Any particular reason why this vehicle has such a small payload? Even
fairly small industrial water trucks today have a payload of about 3 times
this, and big ones almost 9 times this.

Harriston-Class 7-ton Tracked ATV v1.0 (GURPS Traveller TL9)

Yori is a dry and underdeveloped world in the Spinward Marches, and
the water supply is a constant problem for outlying settlements. This
has led to the development of the Harriston water tanker.
The All-Terrain Vehicle rides on four tracks. The cab has seats for
four crew -- driving can be difficult in the open desert -- and there
are bunks for a backup crew. The ATV has a multifuel engine, burning
petroleum fuel left from an earlier era in the planetary development.
The rear is taken by a tank for 15,500 liters of water. Usually the
tanker goes to a central delivery point, but there is a small pump to
distribute water to individual consumers.
