I can see that velocity losses due to friction will be less at a half gravity. However, that would make me want to drive a truck at 300 kph even less. Consider what happens to the controllability of the vehicle when surface friction is reduced so much. Turning and braking are going to be that much less responsive. There's a reason sports and racing cars have spoilers and it is to *increase* the available ground friction so that cornering and braking at 200+ kph can happen.
