Twelve Monkeys -- need a sample of the virus, better if it hasn't mutated yet. If the origin is a group that created the virus, the PCs can be involved in finding this out and attempting to get a doctor into their labs in order to collect information. That could even give the original design for the anti-virus. A more classic example of action would be Andromeda Strain, the virus was contained in the facility where you were working, now it is out and has set off the self-destruct. That or you can just run it as an apocalyptic campaign start.
