Agreed. A memorable villian is a significantly different request then a vicious 
one.

Actually I tend not to be terribly fond of running escaped virus scenarios at 
all. Sure they are merciless, impersonal, and hard to stop (only if your 
take the western notion of freedom for granted).

If you want a memorable villian then the PCs need to be able to talk with the 
NPC. They need to know them, maybe even understand their motivation a bit.
There are two types of memorable villians in my books.

Those that the PCs actually come to understand and sympathize (though not 
necessarily agree with) - those villians can bring PCs back to the gaming table 
in an almost obsessive manner, often they will try to convert the villian to 
their side. It gives them something to aim for.

Those that the PCs despise and the dislike is usually returned in kind - 
usually it's something personal (the dude killed your girlfriend or your kids 
or your friend's kids). These villians need to always have a way to escape the 
PCs. 

Memorable Villians are rarely institutional, and rarely impersonal.
A memorable setting - well that can have evil insitutions and run away viruses 
- but that is just the background to the PCs actions.
