The "most vicious" enemy is not necessarily the best for a 
roleplaying game. A friend used to quote: "Bad movies make
good games. In fact, _only_ bad movies make good games."

* The players should have a chance to win, unless it is an 
  one-shot scenario where their characters demonstrate how 
  they deal with defeat -- think Kobayashi Maru.

* The campaign should build up to a decisive confrontation
  where the characters face the enemy, take personal risks,
  and get immediate signs of victory. Defeating the enemy 
  with a critical success on a research roll in a safe 
  library is not an option.

* It should be possible to communicate with the enemy in 
  the build-up to that confrontation. Perhaps they can 
  even talk one minion into defecting, and gain valuable 
  information that way. 

* The enemy should be smart enough to hurt the characters 
  deliberately, e.g. by going after their loved ones, not 
  just in a random unguided attack.

* The enemy should be sane enough to be a credible threat
  with understandable motives.

For that reason, I don't like zombies, unless they are the 
minions of a necromancer in some dark wizard's tower. A 
zombie virus is right out.

There should be a single, identifiable Evil Overlord, or 
at least a small group, so that the enemy organization can
be decapitated.
