justify the lack of landing capability at TL14 or TL15.

30-ton pods, one a habitat, one a hangar, one a workshop to
keep the whole lot flying.
What about some variant of LASH where the "ship" is more or less two
ships docked. One us Dispersed with Long Term modules: FTL, medical,
Workshop, Quarters, Large Bridge. One is Streamlined with cockpit,
cargo, STL engines.
(visually, I could imagine the mother ship with FTL around the dropship,
with the dropship's engines radially along its gravitational center...)
