Hello Mike,

my plan is to justify a setting without big robots, using manned vehicles 
instead. Take the Dahak series by David Weber. It is named for a large AI
starship, but other than that computers are dull -- it takes humans who 
risk their lives on the firing line. Or Traveller, but there the ban on 
robotics is artificial.

I'm sorry, but those sentences don't make sense to me.

Changing the atmospheric composition is a major terraforming project. 
Easier to add a poison, but I'm assuming that any spacemobile force 
can operate in a wide variety of atmospheres, or in vacuum for that
matter.

At TL13, ground and water surface vehicles don't matter. Grav flyers
replace them. And UUV are likely flight-capable, too, if only for 
self-deployment.

Perhaps supply carriers which can be modified into weapons by
inventive PCs.

I was assuming a triad of grav tanks, powered armor troops, and 
dropships/gunships to deploy the powered armor. At this TL, the
powered armor can fly and drop from orbit, but it wouldn't be 
very survivable if it is silhouetted against the sky. Tanks can
drop on their own.

I could use grav bikes for the powered armor troops, but why if
the suits can already fly? 

The dropships deploy powered troops beyond line-of-sight of the 
target and then turn into gunships to support them with standoff
fire against targets detected by the ground forces. Tanks and 
powered troops supplement each other, with powered troops leading
in close terrain and tanks leading in open terrain. The dropships
are for the Space Marines -- the Army would have grav IFVs with 
less deep space capability instead. Recon drones are expendable
sensor platforms, under the direct control of manned weapon 
platforms.

I've been thinking about a company-sized "Space Marine" force.
Transport and orbital fire support is provided by a starship, but
the Marines have to take and hold a beachhead (planethead?).

* Grav Tank (early draft)
* Grav Recon Vehicle -- unless tanks do that job
* Grav Tank Destroyer -- unless tanks do that job
* Dropship
* Powered Armor (draft)

Frontline Support Vehicles:
* Grav Dozer (ready)
* Grav Excavator (ready)
* Grav 'Jeep' with various payloads (ready)
* Recon Drones

Rear Area Support Vehicles:
* Grav Crane (ready)
* Grav Tunneler (ready)
* Grav Dumper (ready)
