That is not quite the way it works in 3E, especially for mental skills.

This change could be an improved version of the enemy AI. And the cycle
starts again.

VE170, no sensor ops skill level helps if the total modifiers are -10 
or worse. So a 27 is good enough to give effective skill 18 even with 
a -9 modifier.

Things are different for skills where you get a contest.
