Hypothetically if you use hydrogen, it could double as fuel, and if you
have lots of fusion, you could replenish it from water vapor...

If the vehicle has fusion power, why 'store' it as hydrogen? The
electrolysis and subsequent oxidation of the hydrogen will be
less than 100% efficient. Better use the fusion power directly.

You could have a hydrogen-filled airship which burns a little bit
of hydrogen in addition to a hydrocarbon fuel to balance buoyancy.
That doesn't even require a very high TL.

I meant more for the subcraft. (planes, surface vessels, blimps, rocketcars...)
