A banana republic setup would have more class rivalries then tribal rivalries.

There the oasis settlements propably are run by large land owners, that rely on the central goverment to keep their own peasants down, which in turn makes them dependent on the goverment.

Sides will also be more static , there will be less chance of a player to completly change sides as political maneuver.

On one side you will have the oligarchs, the army and police, and any body guards/securities/death squads, various oligarchy factions might keep, for missions, that they don't want to be done by the army. There also might be allied foreign corporations

On the other sides you could have the primitive people and guerlilleros, typically lower class in rank and file, with some upper class rebel as leader. They can range from white hat idealists to the FARC with serial numbers filed off. There can be multiple factions differing in if they are vocally pro imperial, to not give the Imperium a reason to favour the goverment more then them, or they might be isolationists, or they might actually be supported by the Zhodani. It also might be, that some foreign corporations, who did not get good deals with the goverment, might support rebel groups, and different rebel groups might be differently willing to work together with foreign corporations.
