The gradient depends on the radius of the ring.  Back several years 
ago (on this list I think, maybe it was another) I was looking at 
SpinG, and a 1km radius (to the outermost level) at 1 rpm generated 
about 10 m/s^2 of acceleration (slightly more than 1g).  Assuming 
about 100m of difference between inner skin and outer skin, the inner 
skin is still just over 1g.

While 1 rpm seems slow, the outermost skin was travelling at an 
alarmingly high speed, over 376 km/h. (234 mph), well not that bad at 
orbital velocities, but still, docking at the mast instead of the 
ring makes the most sense.
