In most games and fiction, the performance of either kind of drive type doesn't 
affect the other, except perhaps in energy allocation.

Aside from transit to a jump point, STL drives might be cheap or easier than a 
short FTL trip.

For example, in some versions of Traveller, you could make a jump of less than 
one parsec, but it still used all the fuel for a Jump-1 and still took a week. 
If your trip via maneuver drives would take less than 7 days, why make a short 
jump, and if the time is about the same, is it worth the fuel cost (or the time 
to refuel from an ocean or gas giant?

One could have a slow but fuel efficient drive for cruising and a fast but fuel 
hog drive for combat or emergencies. A bit like the combined diesel and gas 
turbine systems on some warships.
