According to the rules, yes. The ability to refuel and recharge subcraft is
one of the benefits of a hangar over an ordinary cargo hold -- it 'costs' a
ton and higher volume, which 'pays' for the pipes and plugs. That's why I
had a hangar for a single suit in the TL8 transport truck, too.

The hangar also includes 'the necessary elevators'. In this case a
hydraulic ramp to load non-legged subcraft.

For battlesuits, I considered the transformable mecha rule to have a gun
turret folded against the back or raised on the shoulder. The same rules
interpretation could work for the ATV from Aliens with the movable
turret.

A more advanced rule would be the energy phasing surface from VXii29.
The description talks about force lenses and so on, but you could say
that the choice if technobabble is irrelevant as long as the game
mechanics stay the same.
