I thought so too when I downloaded the 1995 version and then began 

comparing what changed in the 2013 update. In the 1995 copy submarines 

had exceptions to the criteria, I didn't find the exceptions in the 2013 
document.

I can truly say that no amount of padding is going to change my mind that

There are a lot of unofficial space that gets used to store both personnel 

gear and other items.

Tradition mostly since important visitors usually dine in the wardroom and 

on smaller ships and submarines the table is used for surgery.

Not really, the smaller the hull the smaller the number of tables and 

size.
