The 2013 document is explicitly about surface ships only.

When you assume three tiers of bunks, the padding means either
less space between your nose and the next bunk or higher decks.

In the Vehicles game mechanics, that unofficial space must be
declared as either cargo space or extra access/accommodation
space. Cargo space contains stuff which adds to payload,
access space doesn't.

I think that rationalizes some of the officer privileges, it
doesn't justify them. There are more enlisted sailors, so why
not give their mess extra space for other uses?

Say you have two officers (captain and XO), a senior chief, two
other CPOs, and three enlisted sailors. If you apply the rules,
that means an officer's mess with 1.6 places (rounded to 2?),
a CPO mess with 2.4 places (rounded to 2?) and a crew mess
with 0.9 places (rounded to 1?).

I would consider it much more likely that there is one galley
nook which seats three or four for eating and six crammed
together for a briefing.
