Say you have two officers (captain and XO), a senior chief, two other CPOs, and three enlisted sailors. If you apply the rules, that means an officer's mess with 1.6 places (rounded to 2?), a CPO mess with 2.4 places (rounded to 2?) and a crew mess with 0.9 places (rounded to 1?). I would consider it much more likely that there is one galley nook which seats three or four for eating and six crammed together for a briefing.
