I don't think high-tech airships are the answer. Take that TL8 airship, or a TL8 airliner, swap the gasbag or wings for a GT TL8 contragrav unit, and reduce engine power to match the reduced drag. Impossible to beat.
TL6- airships benefit from a pretty drastic purchasing power adjustment. First there is the 2.4 : 1 exchange rate between TL6 credits and TL8 credits. Then there is the built-in inflation adjustment in GURPS $ below TL7. Could be a Murphy, could be the harsh reality that pre-space industries have little to sell, it's in the rules.
Take 100,000 CrImp and try to buy an 100,000 "TL12$" TL12 G-Carrier, an 800,000 "TL8$" G-Carrier, an 1,300,000 "TL7$" airliner, or a 2,000,000 "TL6$" airship.
- The TL12 G-Carrier would be one or two displacement tons, call it 5 stons payload, and high subsonic or supersonic. - The TL8 G-Carrier is probably two or more displacement tons, payload over 5 stons, subsonic.
