[gurps] Locomotive Weights

I've had a look at TL7 diesel locomotives with the old Vehicles rules. 
Even with cheap armor and very cheap structure, it seems impossible to 
get a realistic weight unless I increase the DR well into the double 
digits ... how much DR is appropriate?
