Look at the recent mess in Syria.
While it is not directly comparable to a penal unit, look how the
Western powers are reluctant to provide ground forces and want to use
"moderate rebel" militias instead. They don't want to arm the moderates
too much, in case they turn radical, which drives them into the arms of
radicals with money and arms.
Note how WWII penal units included guards as well as prisoners. The
guards would hang back in relatively safe places, but they were on the
frontline.

threat to current TL humans?
Fed up with loosing "their" ground forces to insurgents and IEDs, but
willing to sacrifice lots of pawns.

humans, threat or no threat, never know they might be like any military
recruiter, join us and see the stars?

An individual recruit would look at risks and rewards. The aliens might
understate the risks, but if nobody ever comes back to spend the pension
the humans will notice. What kind of government sells their people, even
economically marginal ones? North Korea?
