Another thing to keep in mind:
Historically, what was the purpose of penal units?
* Get expendable troops for questionable missions.
* Get a punishment less final than an execution but worse than frontline
combat.
In the first case, they want them to win, at whatever cost. In the
second case, winning is secondary. The troops are supposed to suffer so
that OTHER troops don't step out of line.
So when aliens want human troops, it is the first case -- alien troops
would not be impressed by the threat if they are not at risk of being
reassigned.
