If the campaign has privateers -- vessels licensed to take down another 
governments vessels -- it can make sense. Otherwise it is going to be either 
jury-rigged or designed such that a few minor alterations gives a decent vessel.

It does require an environment where such activities are either very profitable 
or subsidized by someone.
