That would be a partial explanation for the Corsair Fighter.
- Overall cheaply made. That can be read as "slightly used" or as
"reduced-capability export model."
- Thermographs instead of PESAs. Minicomputers without neural net.
- Basic stealth and emission cloaking -- it isn't radical, but neither
is it civilian.
On the other hand, it is not optimized for "Galactic Patrol" jobs.
- No forcelock, so it isn't suitable for search and rescue in space.
- No IFF or transponder.
Similar for the Corsair Skiff. If they were sold for "Galactic Patrol"
forces, everybody knew that it was a fiction.

The Star Citizen game universe has a reasonable explanation for the
manufacturer of their "pirate" ships. The Drake company builds them for
police and local militia use. Since they are intended for "Coast Guard"
use they have tractor beams and large bays that can hold "rescued" ships
and/or cargo. And for police use the ships can be fitted with cells for
prisoners.
Then "legitimate security contractors" or dodgy planetary governments
buy them with the proper looking paperwork and use them themselves or
resell them to actual pirates.
And cargo can be banged up a bit so its identifiers are unreadable and
sold as "salvage." From ships that just happened to have an accident in
deep space, of course.
