Hello, we did some tests on professional devices running Windows CE. These are unofficial binaries of gvSIG Mobile 0.3 that might work for you:
https://correo.prodevelop.es/descarga/gvsig/mobile/gvsig_mobile_win_ce.zip In future versions of gvSIG Mobile, we'll try to make it compatible with both Windows Mobile and Windows CE.
