Actually this is by design then. If you have a user window set up
purposely to not cover part of the screen, the arrow keys will also not
read text either. What if you are in a situation where you don't want
text spoken out in a part of the window. So, again, this is working if
the user window is not covering the text in question.

address is shown.
13. Send the message.
