It would only affect sighted users if they needed to rotate the image on the screen. That is usually only necessary in rare cases when viewing images or if the monitor is mounted in an unusual orientation. Having the hot keys enabled in the Intel driver is more likely to cause problems than turning them off. A colleague recently rotated the image on her monitor by accidentally hitting ctrl-alt-arrow and, not knowing what keys had been bumped, was having all sorts of trouble getting the monitor reoriented until I revealed the secret.
