You don't need to tab, just press Windows-B from anywhere, and you are
straight there.

Instead of using insert s, Have you tried tabbing to sys tray from 
within desktop and arrowing through the items?
I know it is not the solution you were looking for but it could serve 
as a temperary compromise until someone comes up with a better idea.
