Well, I am not seeing that here. I just did the experiment, and it indeed activated the link. It is hard however to be sure you're positioned on one after you've closed the screen reader, but if you take the trouble to shift-tab and tab to be relatively sure you're on the link you think you are, it worked for me in IE 7 and XP.
