I bet safe mode would work but you would probably need some assistance in
doing that. It is a system dll unfortunately.

change the name, I receive the same message that the file is being
used. I uninstalled Winamp with same results. I have not tried safe
mode. I do not know what it is.

When I reported problems with Winamp scripts, I was informed that my
dll file is corrupt, and I was provided with a replacement file. When
I attempt to replace the vbscript.dll, in my system 32 folder, I
receive a message stating the file can not be replaced because it is
being used by a program. I have tried turning off scripts, and even
Window Eyes with the same results. Does anyone have any ideas to what
else could be using this file? I have also attempted the replacement
with all other programs shut down. Suggestions greatly appreciated.
