If you are using Window-Eyes 7.0 or later. you can get a script called read mail. This script will cause Window-Eyes to automatically read Outlook 2007 messages. I hope this helps

The reason the message does not read automatically with Outlook 2007 is because the message opens up using Word for the editor. In prior versions it would open up using our Browse mode because of how Outlook handled the read window. this is why the first 24 lines would automatically be read, or how you could configure it to read the whole thing. Now that the message opens in Word, this is no longer the case because it behaves the same way as if you had opened a Word document. hence needing to press control-shift-r for read to end, or just moving down line by line with the arrow keys.
