Of course,  if you're on a web page,  you can do t for tables,  h for headings 
and m for frames.  If you need to go backwards,  then would be shift-t,  
shift-h,  or shift-m.

The navigation commands you want depend on exactly what you are defining as a 
"pannel" or "frame" or what ever, and on what program you're talking about. If 
you press tab and shift+tab, you can move between different controls like in a 
dialog or in programs like Outlook that will move you between the different 
panes on the screen. Ctrl+Tab and
Ctrl+Shift+Tab will move you between frames on a web page, and also
between tabs in a property sheet (multi-tabbed dialog box). Finally, the 
commands F6 and Shift+F6 will sometimes move between different panes.
Windows Help is an example of this one.
