I also don't know of a way to permanently turn off the screen, but function 
f6 works,my only problem
is that I keep forgetting to hit those keys.

I too have an eee 1000he and  as far as I can tell there is no way to
shut off the screen permanently.  Please let me know if you know otherwise.
