This didnt' start with 2009. 2008 has the same issues. My guess is that Intuit is using non-standard methods to put buttons on the screen, and Window-Eyes can't find them. It would be hardly worth using if I didn't have a little vision. Intuit doesn't seem ever to have given much thought to blind users, though I have no information on whether they have been made aware of the difficulties with their products. Quicken is not the only program they have with accessibility issues. I'd dump it but I have too much effort invested in it so I'll probably put up with it until they do something that makes it completely unusable.
If anyone out there knows any tricks I would also be interested in them. Updating Online Features I don't know when this started but in 2009 if your bank supports web connect, you can now download transactions directly from Quicken. In 2006 at least, you had to manually download the QFX file and then Quicken would import. On the accounts screen, several of my accounts now show an indication that web connect is available. If I click on an account, there's text that says enable web connect but no check box or other item I can find to click on. I see other check boxes for things like include in net worth and such.
