It could be if you installed SP3 for Windows XP, that you hadn't applied all updates. SP3 is funny that way and the Windows Installer won't function properly even if it shows that SP3 is installed. Best solution is to uninstall SP3 and then aply all applicable updates and then apply SP3. A pain in the back of one's lap! but this is how it seems to solve problems with not being to update or install other aplications.
