Peter, is the message you mention the one that often comes up when opening PDF files? If so, there's no mention of left aligned. The options are infer reading order from document, left to right top to bottom and read in raw print screen. You get this message because the slack people who did the PDF didn't tag it. Start by choosing infer reading order from document.
Ralph, it doesn't sound like it's a graphical file. If it were the introductory message would say so. If, as is likely, it's a big document pages will be delivered one at a time. The page you land on may well be blank or, more likely, have an image without alt text. Try pressing ctrl-pagedown to get to subsequent pages.
