One thing I just noticed here is that when I am having the problem with Combo Boxes being read, the Track Mouse with Focus option on the Mouse menu is on. When I turn that off, the Combo Boxes seem to read correctly. This option might be worth checking in other cases where this problem shows up. I am not having a problem with the shutdown menu, though.
