I tried turning off track mouse with focus.
This had no effect on the shutdown menu.
This did, however, make the comboBoxes in Theophilus 3 speak; however,
then I can no longer hear the bible verses when I arrow through the
bible.
I will have to leave track mouse with focus on for now, and hope that
this can be fixed.
This definitely worked correctly in We 7.0 and earlier.

One thing I just noticed here is that when I am having the problem with
Combo Boxes being read, the Track Mouse with Focus option on the Mouse
menu is on.  
When I turn that off, the Combo Boxes seem to read correctly.  This
option might be worth checking in other cases where this problem shows
up.  I am not having a 
problem with the shutdown menu, though.
