I always have to smile when someone posts a message containing words such as 
"possible WE problem."  I am forced to wonder if consideration had been given 
to the possibility that the problem is totally unrelated to WE, or any other 
screen reader for that matter.  For what ever reason(s), poor old WE always 
seems to get the blame right out of the gate.

Just thinking out loud<grin>.

  It looks like the document in question is composed of images only. What 
likely happened is that someone scanned the printed form into Acrobat, but no 
actual character recognition was performed. You will need to use something like 
Kurzweil 1000 or Omnipage to recognize the form so you can fill it out.
