Usually when this happens, it is because the document is simply a scanned image, a picture of text, rather than text itself, and no screen reader can read it. What you can do is to request that they give it to you in another format, or you can do OCR on it, either by using Open Book or k1000, or I believe that Adobe has its own OCR engine.

your results may vary depending on how much of the document is text, and how much is illustrations.
